The COE or a letter offer is an acceptance of placement to study, from an educational institute pertaining to Commonwealth Register of Institutions of Courses (CRICOS) basically in Australia. The CoE is basically a code you will enter in one of the steps in the online visa application. This document will be needed to begin your visa application.
If you will take for several programs, you must first take a preparatory language course and then study at college, one CoE will be required for each program.
You will have to take language tests to confirm your English language knowledge to the DIBP in case you are not from an English speaking country. Or haven’t finished education at least for 5 years in an English speaking country. Some of these common tests include IELTS, TOEFL IBT and Cambridge Advanced English (CAE). There is a list of knowledge tests and their qualified scores admitted by the DIBP here.
